The infrastructure should be in place and ready for community and tools need to be tested and ready to go, whether that is social channels, a wiki, forums, etc. The space where community gathers should be inviting, easy to use and inspiring. If the network is set up correctly, community spaces should be easy to find organically. New communities can be advertised to existing ones, encouraging overlap and word of mouth.
