Construction Site & Utility Foreman

Position Overview

We are seeking an experienced and driven Construction Site & Utility Foreman to lead field operations on site development and underground utility projects. This role is responsible for overseeing crews performing earthwork, erosion and sediment control, and installation of storm drain, sanitary sewer, and water systems.

The Foreman will be responsible for daily crew leadership, production, safety compliance, and quality control, working closely with superintendents and project management to ensure work is completed safely, on schedule, and in accordance with project plans and specifications.

The ideal candidate brings hands-on experience in civil construction and utility installation, with the ability to lead crews, read plans, manage production, and maintain high standards in the field.

Work Schedule

• Standard Schedule: Monday – Friday, 6:00 AM – 4:00 PM
• Overtime Opportunities: Some Saturday work may be available depending on project needs
• Saturday work is not guaranteed each week

Key ResponsibilitiesCrew Leadership & Field Management

• Supervise and lead sitework and utility crews including laborers, operators, and pipe layers
• Assign daily tasks and ensure crews understand scope, sequence, and production goals
• Maintain accountability for crew productivity, quality, and safety performance
• Train and mentor crew members, including developing laborers into pipe layers and skilled trades
• Coordinate with superintendents and project managers on daily operations and scheduling
• Ensure proper staffing levels, crew organization, and workflow efficiency

Underground Utility Installation Oversight

Oversee installation of underground utilities including:

• Storm drainage systems
• Sanitary sewer systems
• Water mains and services

Responsibilities include:

• Reading and interpreting plans, profiles, and utility drawings
• Managing line and grade for pipe installation (working with grade checkers or performing checks as needed)
• Ensuring proper pipe alignment, slope, and joint installation
• Overseeing installation of manholes, structures, and appurtenances
• Verifying proper bedding, backfill, and compaction methods
• Coordinating trenching operations and ensuring safe excavation practices
• Preparing for and coordinating inspections, testing, and tie-ins

Site Development & Earthwork Coordination

• Oversee grading, excavation, and site preparation activities
• Coordinate with operators to ensure work is performed to correct elevations and tolerances
• Manage material staging, trucking, and site logistics
• Ensure site is maintained in a clean, organized, and efficient condition
• Coordinate with other trades to maintain project sequencing and access

Erosion & Sediment Control (ESC)

• Oversee installation of erosion and sediment control measures, including:
• Silt fence and super silt fence
• Inlet protection
• Construction entrances
• Filter socks and stabilization measures
• Ensure ESC systems are installed per plans and maintained throughout the project
• Conduct or support routine inspections, especially following rain events
• Ensure compliance with stormwater and environmental regulations

Safety Management

• Enforce all OSHA and company safety policies
• Conduct or participate in daily toolbox talks and safety briefings
• Ensure proper use of PPE, trench protection systems, and safe work practices
• Maintain safe work zones around excavations and heavy equipment
• Identify and correct unsafe conditions immediately
• Support incident reporting and corrective actions when required

Quality Control & Production

• Ensure all work meets project specifications, drawings, and quality standards
• Monitor production rates and adjust crew activities to meet schedule milestones
• Perform layout verification and field measurements as needed
• Identify and resolve field issues proactively to avoid delays
• Maintain high standards for finished work and inspection readiness

Communication & Coordination

• Serve as the primary field point of contact between crews and site leadership
• Coordinate daily with:
• Superintendents
• Project Managers
• Inspectors
• Subcontractors
• Communicate project needs, delays, or issues in a timely and professional manner
• Assist with daily reporting, quantities tracking, and production updates

QualificationsRequired

• 5+ years of experience in site development and/or underground utility construction
• Proven experience as a Foreman or Crew Leader on civil/sitework projects
• Strong knowledge of:
• Storm, sewer, and water installation
• Trenching and excavation practices
• Line and grade control
• Ability to read and interpret construction drawings and specifications
• Strong leadership and crew management skills
• Ability to work in fast-paced, physically demanding environments
• Reliable transportation
• OSHA 10

Preferred

• Experience managing multiple crews or complex utility installations
• Ability to perform or supervise basic layout and grade checking
• OSHA 30 certification
• Confined space and trench safety training
• Experience with erosion and sediment control compliance

Physical Requirements
