DIVERSION COORDINATOR

Must have a current Substance Use Disorder Professional credential from the Washington State Department of Health.

Under the Recovery Navigator Program Manager, the Diversion Court Coordinator will create a robust pre-trial and pre-arrest diversion program who coordinates directly with the criminal justice system, behavioral health system, and the existing Recovery Navigator Programs (RNP). Having a dedicated RNP Diversion Coordinator will allow direct oversight and monitoring of the individual’s diversion while not compromising the harm-reduction model and therapeutic rapport established by the RNP case managers and outreach coordinators.

SPECIFIC RESPONSIBILITIES

1. The Diversion Coordinator (DC) will work directly within the Counties Court House and Correction Center Monday-Friday. DC will work with the Counties Clerk and Prosecutors to discuss that day’s docket and prepare for any individuals that qualify and/or interested in Pre-Trial Diversion.

2. If the individual voluntarily agrees to participating in Pre-Trial Diversion services, DC will attend the individuals 1st court appearance and assist with signing ROI’s, Treatment Consents, and Waiver to a Speedy Trial before leaving the initial hearing. DC’s will then work with the Jail upon the individuals release to provide a warm handoff and transportation to the initial SUD assessment, assistance with basic needs, and desired treatment options to prevent recidivism, relapse, loss of contact, and potentially falling between cracks before contact with RNP team is established.

3. Meet with DC participants in-custody as needed.

4. DC’s will provide Meaningful Engagement Reports to the individuals Prosecuting Attorney, Defense Attorney, and Courts on a monthly basis while coordinating with all treatment providers involved.

5. DCs will attend the individual’s Operational Work Group (OWG) and report on the individuals progress with appropriate multidisciplinary partners.

6. DC’s will be responsible for attending rounds and participating in discharge planning for those individuals who bypassed the criminal justice system entirely, and were placed at a Crisis Triage Facility or Evaluation and Treatment Facility on a Pre-Arrest Diversion.

7. DC’s will work with individuals participating in Pre-Arrest Diversion by transporting the individual upon discharge and providing a warm handoff to the RNP team and additional treatment providers.

8. DC’s will then notify the City or County Prosecutor detailing the initial treatment plan and assist with monitoring progress via Meaningful Engagement Reports.

9. Provide SUD Clinical Assessments as listed in WAC 246-341-0640.

10. Participate in weekly staff meetings, required case staffing and staff trainings as directed.

11. Ensure that any individual's PHI (personal health information) is shared or released only in compliance with applicable state and federal law.

12. Performs other duties as assigned.

QUALIFICATIONS

Must be credentialed by the Department of Health for their scope of practice as a Substance Use Disorder Professional and three years experience providing direct services as a SUDP or Substance Use Disorder Professional Trainee with a Bachelor’s Degree in behavioral health related field is required. Master’s in behavioral health related field preferred and experience with people involved in the Court system.

License: requires a valid lawful driver’s license at the time of appointment and throughout employment, and meet the requirements to drive an agency vehicle. The applicant should demonstrate knowledge of counseling and other treatment procedures for substance use disorder related problems, knowledge of regulations concerning substance use disorder treatment, and an awareness of available community resources for individuals with substance use disorders. Each staff member that provides individual care has a copy of an initial tuberculosis (TB) screen or test and any subsequent screenings or testing in their personnel file. All staff members are provided annual training on the prevention and control of communicable disease, blood borne pathogens, TB, cultural competency and violence prevention. Training transcripts and or certicates of completion are documented in the personnel file.

Applicants must have no history of misuse of alcohol or other drugs for a period of three (3) years immediately prior to employment and no misuse of alcohol or other drugs while employed. Has not committed, permitted, aided or abetted the commission of an illegal act or unprofessional conduct as defined under RCW 18.130.180. Pass a Department of Adult and Juvenile Detention (DAJD) criminal background and reference check as required for professional access to County facilities operated by DAJD.
