The examination process will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:

• Principles and practices of workers’ compensation insurance and OSHA requirements.
  
• Principles and practices of employee supervision and leadership, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
• Organization and management practices as applied to the development, analysis and evaluation of programs, policies and operational needs of the assigned areas of responsibility.
• Principles and practices of budgeting and purchasing.
  
• Principles and techniques of working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  
• Principles, practices, methods and techniques of planning, developing and administering risk management and loss control programs, particularly related to ensuring adequate general and financial liability protection.
  
• General understanding of Federal, state and local laws and regulations applicable to assigned areas of responsibility.
  
• Techniques of risk management and risk prevention.
  
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.

• Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
  
• Plan, direct, oversee and manage the staff and operations of comprehensive safety, workers’ compensation, risk management and emergency response programs.
  
• Develop and implement goals and objectives, practices, policies, procedures, and work standards.
  
• Analyze and make sound recommendations on complex risk and safety related management issues.
  
• Interpret property, casualty, workers compensation and liability insurance policies, certificates of insurance and exclusion language and make recommendations for improving or changing the needs for the municipal insurance program.
  
• Effectively represent the department and the City in meetings with other governmental agencies, community groups, various business, professional and regulatory organizations, and in meetings with individuals.
  
• Establish and support Health and Safety Committees in accordance with State of Connecticut guidelines.
  
• Prepare clear, concise and comprehensive correspondence, reports, studies, and other written materials.
  
• Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
  
• Ensure the confidentiality of sensitive employee information for past, current, and future employees.
  
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of tasks.
  
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  
• Interpret policy contracts, insurance provision and laws as they relate to insurance, leases, contracts and agreements.
  
• Establish and maintain effective working relationship with public and City employees.
• Express oneself clearly and concisely, orally and in writing.
