LEE + RO’s headquarters office in City of Industry, CA is seeking an entry-level to early-career Electrical / Instrumentation and Controls (I&C) Engineer to join our growing water infrastructure team. This role is ideal for engineers with approximately 0–5 years of experience who are interested in applying electrical power, controls, and problem-solving skills to meaningful public infrastructure projects throughout California.

As an Electrical / I&C Engineer, you will support the planning, design, and construction of electrical and control systems for water infrastructure facilities. Typical work may include low- and medium-voltage power distribution, motor control, control schematics, instrumentation, process and instrumentation diagrams (P&IDs), technical specifications, engineering calculations, field investigations, construction submittal reviews, and responses to contractor requests for information.

What You’ll Learn
In this role, you will gain hands-on experience with electrical and I&C design for public water infrastructure, including:
· Power distribution for treatment plants, pump stations, reservoirs, and conveyance facilities.
· Motor control centers, switchboards, transformers, standby power systems, and related electrical equipment.
· Control schematics, instrumentation, PLC/SCADA coordination, and P&IDs.
· Engineering calculations, drawings, specifications, cost estimates, and technical memoranda.
· Construction-phase support, including submittal reviews, RFIs, site visits, and coordination with contractors.
· Coordination with civil, mechanical, structural, architectural, and process engineering teams.
Work Location and Schedule
LEE + RO operates on a hybrid work schedule. Staff are expected to report to the office in person at least three days per week, Tuesday through Thursday, with the option to work remotely on Monday and Friday.
Key Responsibilities:
· Work closely with project managers, licensed engineers, designers, and CAD staff to support drinking water, wastewater treatment, recycled water, stormwater, and conveyance infrastructure projects.
· Assist with the preparation of electrical and I&C design deliverables, including drawings, specifications, calculations, technical memoranda, reports, cost estimates, and data analyses.
· Support the design of low- and medium-voltage electrical systems, power distribution equipment, motor control systems, lighting, grounding, standby power, control panels, instrumentation, and related facility systems.
· Develop or assist with control schematics, P&IDs, cable and conduit schedules, panel layouts, and electrical design details.
· Use AutoCAD and other engineering tools to prepare or support design documents.
· Coordinate with multidisciplinary project teams, including civil, mechanical, structural, architectural, process, and CAD team members.
· Support pre-design studies, site investigations, alternative analyses, and technical evaluations for municipal water and wastewater clients.
· Assist with engineering services during construction, including submittal reviews, RFIs, field observations, and conformance reviews.
· Manage assigned tasks, communicate progress clearly, and deliver work on schedule.
· Follow LEE + RO’s QA/QC procedures and contribute to high-quality project delivery.
Minimum Qualifications:
· Bachelor’s degree in Electrical Engineering or a closely related engineering field.
· 0–5 years of relevant engineering, design, internship, or project experience.
· Engineer-in-Training (EIT) certification, or ability to obtain within the first 12 months of employment.
· Strong interest in electrical power, instrumentation, controls, and/or water infrastructure.
· Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
· Strong organization, communication, and time management skills.
· Strong attention to detail and willingness to learn technical design standards.
· Ability to work collaboratively in a team environment.
· Ability and willingness to perform occasional field work at local project sites.
· Strong aptitude for researching, troubleshooting, and solving technical problems.
Preferred Qualifications:
· Internship, academic, or work experience related to electrical power, industrial facilities, water/wastewater facilities, utilities, or public infrastructure.
· Experience with AutoCAD, Bluebeam Revu, or similar design and PDF markup tools.
· Coursework or experience related to power systems, motor controls, instrumentation, PLCs, SCADA, or industrial automation.
· Familiarity with the National Electrical Code (NEC), electrical drawings, one-line diagrams, control schematics, or P&IDs.
· Interest in pursuing professional licensure, including future Professional Engineer (PE) registration.
· Experience with public works, municipal clients, water treatment plants, wastewater treatment plants, pump stations, or related infrastructure is a plus.
The anticipated starting pay range for this position will be commensurate with the individual’s experience, education, licensure status, technical capabilities, and direct relevance of prior work experience. This range reflects the pay scale for the position and is subject to modification in the future.
