Duties Description Under the general direction of the Director of Grants Administration, the incumbent of this position will primarily be responsible for the administration of projects, which are the subject of a Global NY grant award. Project administration duties include, but are not limited to the collection of documents to certify project completion and processing requests for disbursement of grant funds.

Duties include but are not limited to:

• Administer Global NY grant award projects
• Work with senior staff to identify, assist, and attract businesses in agribusiness, clean technology, advanced materials and other industries, as assigned
• Identify suitable sites or infrastructure for development
• Organize and participate in on-site visits, in coordination with local developers
• Assess state and local incentives for business attraction/retention
• Prepare incentive proposals (IPs) for agency-approved projects
• Prepare press briefings and reports
• Study and develop industry-expertise in the assigned cluster areas for which the incumbent is charged with assisting
• Address requests from senior management and/or the Executive Chamber
• Prepare/Submit biweekly progress summaries

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required. However, all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NY HELPS MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Economic Development Program Specialist Trainee 1: Candidates must have a bachelor’s or higher degree.

• Economic Development Program Specialist Trainee 2: Candidates must have a bachelor's degree and one year of experience applying business knowledge, training and experience to provide a wide range of professional and management level economic development services for the promotion of business, tourism and international trade in New York State, providing technical advice and problem-solving assistance to economic development organizations and businesses by conducting business-to-business marketing programs, and promoting, publicizing, and developing strategic plans and initiatives related to business and economic development services.

Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

• Economic Development Program Specialist 1: Candidates must have a bachelor's and two years of experience applying business knowledge, training and experience to provide a wide range of professional and management level economic development services for the promotion of business, tourism and international trade in New York State, providing technical advice and problem-solving assistance to economic development organizations and businesses by conducting business-to-business marketing programs, and promoting, publicizing, and developing strategic plans and initiatives related to business and economic development services.

Traineeship Eligibility: Appointment may be made at a traineeship level. Economic Development Program Specialist Trainee 1 & 2, NS (equivalent to Salary Grades 14 and 16) leading to Economic Development Program Specialist 1, Salary Grade 18.

• $53,764 (Trainee 1; NS equated to SG-14)
• $59,994 (Trainee 2; NS equated to SG-16)
• $66,951 (Full Performance/Journey Level SG-18)

For current NYS employees, the starting salary is based on the candidate’s salary at the time of hire.

Candidates appointed at the trainee level will be required to successfully complete their traineeship in order to advance to the journey-level title and salary.

55B/C Eligibility: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. Transfer Eligibility: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Reinstatement Eligibility: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
