JOB DESCRIPTION

RAMTeCH is seeking an experienced Outside Plant (OSP) Engineer with deep knowledge of AT&T network

standards to support both bid development and OSP Design Engineering teams. This role focuses on

creating accurate, competitive, and compliant proposals for OSP fiber and copper projects while also

providing day-to-day technical guidance, training, and support to Production and Quality teams working

in AutoCAD, ARAMIS, and GIS environments.

The position plays a key role in shaping engineering quality and operational excellence by contributing to

the development of engineering policies, procedures, and training programs. The ideal candidate brings

strong technical engineering expertise, analytical skills, and exceptional documentation and proposal

development capabilities.

This is a full-time, remote role requiring a distraction-free workspace and the ability to independently

manage daily priorities and deliverables.

RESPONSIBILITIES

Bid Management & Development

• Lead the full lifecycle of bid responses (RFPs, RFQs, RFIs) for OSP fiber and copper network

• Review bid packages, technical specifications, and customer requirements to develop accurate,

• Design OSP networks in accordance with AT&T standards and project-specific guidelines.
• Prepare detailed cost estimates, labor projections, bills of materials, and project schedules.
• Develop complete proposal packages, including technical narratives, drawings, and supporting

documentation.

• Partner with engineering, construction, procurement, and finance teams to ensure competitive

• Identify risks, assumptions, and constraints within proposals and recommend mitigation

• Support value-engineering initiatives to improve cost efficiency and performance.
• Maintain standardized bid templates, response libraries, and historical cost data.
• Assist with post-award handoff and provide engineering support to project execution teams.

Technical Leadership, Training & Process Improvement

• Serve as a technical subject-matter expert by understanding and helping define project scope,

• Review client samples and standards to assess required effort and provide expert feedback.
• Deliver training to Production and Quality teams to improve efficiency, consistency, compliance,

and quality.

• Perform quality reviews of engineering deliverables when needed.

• Support continuous improvement by recommending updates to SOPs, engineering bulletins,

• Evaluate internal processes and documentation for clarity, consistency, and simplification.
• Assist Business Development by identifying new opportunities and monitoring changes to

ongoing projects.

• Respond promptly to information requests from leadership and stakeholders.
• Perform additional duties as assigned.

SKILLS AND QUALIFICATIONS

• 5+ years of OSP engineering experience with AT&T projects or standards (special consideration

given for design experience with LightGig with at least 2 years of previous experience as a trainer).

• Proven experience preparing and submitting successful bids for telecom infrastructure projects.

• Strong knowledge of fiber optic (FTTx) and copper network design principles.

• Experience with cost estimating, takeoffs, and proposal development.

• Proficiency in ACAS, ARAMIS, ORCA, WALDO, AutoCAD, MicroStation, or GIS tools.

• Ability to interpret bid documents, construction drawings, and technical specifications .

• Strong analytical, organizational, and time management skills with the ability to meet tight

deadlines.

• Excellent written and verbal communication skills.

EDUCATION/EXPERIENCE

• Familiarity with AT&T internal systems, processes, engineering and documentation standards for

all regions.

• Experience with large-scale fiber deployment or government/municipal contracts.

• Knowledge of NESC, OSHA, and permitting requirements.

• PMP or similar certification is a plus.

REQUIREMENTS

• Must be proficient in AutoCAD, ARAMIS, and GIS platforms.
• Ability to work in a stressful, time sensitive, ever-changing, and high tempo environment
• Must have home office configured for productivity and limited interruptions
• Extremely reliable high-speed internet and cellular service
• Typical work schedule from Monday to Friday 8 am to 5 pm with the flexibility to work occasionally

extended hours
