AGENCY Description: SERCAP Regional Programs operates in seven states (Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida) to provide training and technical assistance to rural low-income communities and community-based organizations to ensure the development of adequate and affordable water and wastewater facilities.

JOB TITLE: North Florida State Lead
SALARY: $63,750
GENERAL DESCRIPTION/ESSENTIAL FUNCTIONS:Oversees and provides direct training and technical assistance to small rural low-income communities, local governments, Community Action Agencies (CAAs), Community Based Organizations (CBOs), and the private sector in the state of Georgia to address their water and wastewater system needs. Assists the Regional Program Director in grant/program management including reporting, tracking, and evaluation of delivery of services by any sub grantees and RCAP. Assists with the evaluation of all projects and workshops to determine grant and sub grantee contract compliance. Supervise Virginia Technical Assistance Providers.
DUTIES AND RESPONSIBILITIES:
Items 1-9 are Technical Assistance Provider (TAP) duties; items 10-28 are supervisory/managerial duties.
1. Serves as liaison between Lead Agencies and CAAs, local and state governments, low income residents and communities to enhance their service delivery functions including on-site visits to provide technical assistance in water, wastewater and ground water protection activities.
2. Plans, designs and implements workshops and other required training sessions in the project communities as required by grant deliverables. Provides required materials after workshop is completed to the Senior State Lead.
3. Provides direct technical assistance to small rural low-income communities assisting them in obtaining and meeting their water and waste disposal needs. Records information in the RCAP database as required while achieving a high level of quality, accuracy, and completeness. Submits all materials in a timely manner.
4. Provides on-site operation and management technical assistance as requested to help bring systems in compliance with the Clean Water Act and the Safe Drinking Water Act.
5. Project and/or training work as needed. The amount will be dependent on funding and staffing levels.
6. Monitors and evaluates community projects in which technical assistance is being provided to ensure tasks are being completed in accordance with the enrollment letter and program goals.
7. Provides ongoing publications and information to Lead Agencies and communities about project resources, changes in regulatory requirements and innovative and alternative methods of design.
8. Maintains files on all community projects through regular written and telephone communication with communities. This includes database files.
9. Reviews reports, case studies, workshops, time and activity sheets and other required materials submitted by TAPs to meet grant requirements. Ensures quality and quantity of work is being performed. Takes corrective action to ensure grant deliverables are met.
10. Makes periodic site visits to review quality and quantity of work. Provides constructive feedback to TAPs to improve grant deliverables.
11. Tracks hours for each grant to ensure grant hours are being met for the respective program year. Takes corrective action where needed with input from Senior State Lead and/or Deputy Director
12. Ensures quarterly Rural Development meetings and primacy meetings (both water and wastewater agencies) take place. Provides written report of outcomes to Senior State Lead and/or Deputy Director.
13. Reviews database content for quality, completeness and accuracy and makes corrections as needed. Provides feedback to field TAPs regarding corrections and appropriate usage of database to improve recorded information overall.
14. Has primary responsibility to perform written and verbal annual employee evaluation using as a basis continual monitoring, report review, site visits, community project visits, and attending workshops conducted by TAPs. Employee evaluation should address program deliverables and goals as assigned to individual employee and quality and quantity of work. Constructive feedback to be provided on a continual basis.
15. Ensures that signed community enrollment forms are received and submitted to the Southeast RCAP office and that all enrolled projects have community enrollment forms.
16. Reviews project description and tasks for all projects to ensure that project work meets grant objectives and goals. Evaluates project progress with TAPs with respect to project task.
17. Assists with assessing the specific needs of communities utilizing appropriate monitoring and evaluative processes.
18. Distributes technical assistance resource information to field TAPs as appropriate. Assists with the promotion of Southeast RCAP by speaking at conferences, submitting articles for Southeast RCAP and RCAP newsletters and other publications as approved.
19. Trains technical field staff in the uses of the RCAP database and data management.
20. Ensures that all materials for workshops and other training sessions conducted by field TAPs are submitted in required number and are complete and timely.
21.Prepare reports on program activities (training, technical assistance, meetings, conferences) and enter them into RCAP DCS.
22. Assists in the promotion of all Agency programs through the Southeast region (primarily North Florida) whether through attending and speaking at conferences or submitting articles for Southeast RCAP, National RCAP and other newsletters.
23. Performs in the capacity of supervisor for Southeast RCAP field TAPs in North Florida. Responsible to provide yearly employee evaluation, develop yearly state program budgets and submit in a time fashion, review budget expenditures on a regular frequency, approve employee travel, timesheets, employee training, leave, etc. Adheres to the Southeast RCAP policy and procedures manual.
24. Assists with education of state and federal legislators at the request of the Program Director and President & CEO.
25. Works on Southeast RCAP and RCAP committees as assigned by the Program Director and President & CEO.
26. Assists with seeking new funding sources at the state level. Assists with the preparation and submittal of proposals for these new funds as approved by the Program Director and the President & CEO.
27. Performs additional responsibilities as requested by the Program Director and President & CEO.
28. Reviews and makes funding recommendations regarding financial assistance applications made by localities to Southeast RCAP according to agency policies and procedures. Performs site visits to aid in application evaluations.
QUALIFICATIONS:
· Requires bachelor’s degree in environmental engineering or Rural Planning or an equivalent of 4 years of experience.
· Minimum 4 years management experience.
· Experience in grant writing, tracking and reporting.
· Experience in evaluating performance of sub grantees to determine contract compliance.
· Supervisory experience required.
· Experience with database structures and management, and ability to train technical field staff on database use and data management.
· Experience in management and operation of water/wastewater systems.
· Must be knowledgeable of Federal and State Regulations and Enforcement Laws for water, wastewater and solid waste disposal facilities.
· Able to understand and analyze engineering reports, plans and specifications.
· Knowledge of and ability to develop rate structure and studies; able to perform budget reviews of water and wastewater systems; familiar with nonprofit incorporation procedures for water and wastewater disposal systems.
· Some laboratory experience or knowledge of testing and analysis.
· Experience in community organizing and conducting leadership training as well as other workshops.
· Knowledgeable of different decentralized and centralized water and wastewater disposal systems; familiar with problems of small rural communities.
· Full understanding of how water/wastewater issues affect rural community economic development and related community development issues.
· Familiarity with state/local and federal resources available to communities.
· Ability to communicate effectively both orally and in writing required.
· Knowledge and use of computers.
· Valid driver’s license.
· Must be able to travel extensively.
