Job Overview
The ERSEA-FCE Coordinator is responsible for serving a minimum caseload of 2 Head Start/Early Head Start sites to a maximum of 4 sites, depending on the funded allocation at our various community partner preschool sites. The coordinator is responsible for the ongoing execution and monitoring of enrollment, family partnerships, and program governance. Your overarching goal is to achieve all program compliance requirements as defined in the Head Start Performance Standards the operational excellence goals of Henry Booth House, and to develop strong working relationships with Head Start/Early Head Start families and staff.

Responsibilities

• Ensure that all children enrolled meet age, income, and selection criteria, and that they have COPA-generated forms and handwritten applications on-site, internally and at each community partner site, in accordance with Head Start Standards 1302.12 & 1302.15.
• Monitor assigned community partner sites to ensure a 25% active waiting list, based on their funding amount, by reviewing monthly the site recruitment plan and activities in accordance with HSPS 1302.13.
• Review weekly attendance and COPA reports 800N & 233 b to ensure the funded enrollment level is maintained per Head Start Standard 1302.15.  Ensure an accurate COPA Report 204-Detailed Enrollment form has been provided for ERSEA Binders when a child has been enrolled, terminated, or wait-listed due to attendance.
• Conduct a weekly attendance analysis to ensure 85% is being maintained per HSPS 1302.16 by reviewing the COPA 201 Monthly Attendance Report. When site attendance falls below 85%, the coordinator will work with the sites to develop an improvement plan.
• Conduct attendance roll calls weekly (announced & unannounced) to assist in eliminating erroneous payments.  Monitor predominant age and class size to avoid over-enrollment (HSPS 1306.32)  . Ensure that all children enrolled have a current physical exam with current immunizations (1302.15 (e)).
• Conduct monthly audits of all files and binders by the last date of the month and scan all enrollment documents to the agency shared drive.  Monitor attendance daily to ensure that assigned sites enter attendance and case notes in COPA daily by 12 pm.
• Audit the site's monthly enrollment reports for HS/EHS billing accuracy by the 5th of the month.  Provide training and technical assistance to community partner site staff for the following Head Start content areas: ERSEA, Family Community Engagement, and Program Governance
• Conducts the enrollment process and the family engagement interview process (where applicable)  . Monitors on defined frequencies the content areas of ERSEA, Family/Community Engagement, and Program Governance.
• Document all efforts and contacts made to families and sites in the COPA data management system under the Family Case Note tab, as required.
• Provide guidance, coaching, mentoring, and training to Site Management, Leadership, and Family Support Workers as needed.
• Work actively and progressively with assigned sites to achieve high standards of program compliance, quality, and continuous improvement
• Regularly demonstrates the ability to build strong relationships with parents, staff, peers, and providers to achieve quality outcomes.
• Communicates directly with community partner site administrators concerning discretionary matters as appropriate for continuous quality improvement efforts via various methods (e.g., site verification forms, email, and phone).
• As assigned, conduct educational activities and presentations to organizations, community groups, schools, and the general public regarding the importance of quality in early learning settings.
• Monitor COPA reports and the content area Head Start Performance Standards. Maintain organized records of activities related to providing ongoing monitoring, tracking and the provision of quality services, training and technical assistance.

• Attend monthly site parent meetings as scheduled and agency policy council meetings, and participate in the facilitation.
• Monitors and reviews the PIR (Program Information Report) to ensure 100% compliance. Conducts monthly reviews of the PIR Data for the children, families, and sites served.
• Participates in quality assurance reviews of Head Start/Early Head Start content areas.
• Collaborate with the assigned sites to establish quality systems, which will include reviewing Head Start Performance records, reporting non-compliance, documentation, and auditing.
• Participates in community boards, civic organizations, ECE councils, and advisory groups.
• Attend grantee pre-service training; facilitate, organize, present, participate, and attend delegate pre - service training as applicable.
• Review COPA, ECLKC, ACF, and OHS for monthly updates.

Qualifications

• High School Diploma or GED Certificate is required.
• Obtain a credential or certification in social work, human services, family services, counseling or a related field.
• Computer literacy in COPA, Outlook, Word, Excel, and PowerPoint preferred.
• Strong interpersonal and relationship-building/management skills.
• Effective communication skills across diverse populations/audiences.

Pay: $40,000.00 - $52,000.00 per year
