The Colorado River Indian Tribes are recruiting one (1) Rangeland Forestry Technician (Fire). Maximum entry age restrictions apply when filled under an appointment subject to the retirement system.

This is a standardized Wildland fire management position description intended for use by the Colorado River Indian Tribes (CRIT). The permanent/furlough position which will begin in March thru October and is located on a fire crew as an experienced crewmember within the fire management organization. The purpose of the position is Wildland fire suppression/management/control as a skilled firefighter on an engine, helitack, module, or hand crew. Other Wildland fire related duties might involve fire, patrol, detection, or prescribed burning. Must be able to travel, work overtime, and work holidays as needed. The incumbent will also be involved with the maintenance and repair of firefighting tools, equipment, and facilities, will receive firefighting training. This is an arduous (work capacity) position and subject to medical screening and physical fitness testing.

• Serves as a skilled crew member on an engine, helitack or hand crew. Recognizes which of several techniques and procedures is best suited to the specific situation encountered. Utilizes a variety of specialized machinery, tools, fire equipment such as Pulaski, shovel, McLeod, axe, and chainsaw: and fire techniques while actively suppressing and control the spread of wildfire.
• Serves as an Engine Boss on a Wildland fire engine working as an engine operator driving the engine, training assistants in operating the pump, vehicle maintenance, monthly vehicle reports and making hose lays. Additional guidance is provided if new or unusual assignments are made. Routine assignments are carried out independently without specific instructions. Problems involving unfamiliar conditions are referred to the supervisor for guidance. The supervisor ensures that assignments have been completed according to instructions provided and established procedures.
• Is responsible for observing the rules of firefighting safety while performing basic fire line activities such as line construction, hose layout, operations of pumps and accessories, lopping and scattering of fuels using hand tools and holding, patrolling, monitoring, and mop-up operations. Moves dirt, chops brush, small trees, etc., to construct fire lines while applying practices and techniques to minimize resource damage. Works independently, or with multiple crewmembers, to carry out specialized assignments including backfire and burnout, mobile and stationary engine attach, construction of heliports, specialized helitack operations, and hover hookups.
• Serves as helitack crew member loading helicopter, figuring weight calculations, and completing crew manifests (safety guidelines). Organize project work such as fuel inventory and hazard fuel reduction projects. Function as a skilled firefighter on an organized crew during prescribed burns, monitoring and controlling the fire, collecting data on fire weather and fire behavior.
• Other duties may be assigned at the discretion of the Supervisor or designee to fulfill the Department’s needs, objectives and/or goals.
• Follow established Tribal policies and those outlined in the Colorado River Indian Tribes Employee Handbook.

(When not performing fire suppression duties, and for less than 40% of the time)

1. Participates in fire and safety training in techniques, practices and methods of fire suppression in safe, efficient operation and use of tools equipment and vehicles used in fire line activities; with emphasis on those used in particular functions to which assigned. Ensures own and others’ welfare and safety in all aspects of given assignments.

2. Participate in crew proficiency checks and drills, safety sessions and fire critiques.

3. Inventories fire supplies and equipment while maintaining, clean/reconditions, and stores firefighting tools and equipment.

4. Services and makes minor repairs to truck engine(s): inspects, check and service accessories such as pump, waterlines, tank, reels, or pump power plant to keep in fire readiness.

5. Analyze weather and fire behavior data information keeping dispatcher(s) and/or other officials informed of current conditions.

6. May drive and operate a fire engine or apparatus AND responsible for positioning the fire engine or apparatus for safe and efficient operation.

:

1. Basic knowledge of fire behavior: causes of fire influence of local wind slope, moisture; and methods of extinguishing fire; as well as, fire apparatus operation and pumping mechanisms to ensure equipment is operated in a safe and efficient manner. Knowledge of standard fire program requirements, suppression tactics, methods and procedures and skill in the use of Wildland firefighting equipment.

2. Sufficient knowledge of fire terminology to communicate with fire crew members and dispatchers, standard first aid procedures sufficient to perform preliminary first aid and triage as necessary. The employee works in strict adherence to the guidelines, referring needed deviations or questions to the supervisor or higher graded employee who is available while performing fire suppression activities.

3. Full knowledge of the CRIT Personnel Handbook, BLM Standard Fire Operations, Health and Safety Code, Fire Line Handbook, Field Operations Guide.

• High School Diploma or G.E.D.
• Must possess a current valid driver’s license throughout employment and have the ability to operate light vehicles and 4x4s. Will be required to fill out GSA 3607 Form for Motor Vehicle Operator’s License and Driving Record as required for Government Vehicle Policy.
• Ability to operate four wheel drive pickup trucks and Wildland fire engines.
• Must be Engine Boss and ICT4 qualified or ICT4(T) also must have a valid Red Card in IQCS system for verification.

• This position requires Testing Designated Position (TDP) under the Department of Interior Drug-Free and Colorado River Indian Tribes Workplace Program.

2. Employees are subject to the physical fitness test (PFT) for arduous positions and will be required to participate in physical training for one (1) hour each day. MUST have all certificates and PTB’s for qualification of this position.

3. Ability to perform fieldwork duties under stressful and adverse operating conditions, such as long work hours, heavy workloads, emergencies, adverse working and environmental conditions, strenuous physical exertion for extended periods including walking, climbing, shoveling, chopping, throwing and lifting, frequently carries objects weighing over fifty (50) lbs.

4. Work is primarily performed outdoors in desert and forest environments, steep terrain where surfaces may be extremely uneven, rocky, or covered by vegetation. Temperatures commonly exceed 100-120 degrees Fahrenheit and fall below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Crewmembers must adjust and cope with exposure to weather elements, dust and smokes, poor bivouac and eating conditions under an unpredictable set of circumstances. Employee may be required to live in backcountry camps for extended periods. The hazardous nature of the job requires that protective clothing to be worn (hard hat, gloves, boots, flame resistant clothing, and other personal protective equipment) work requires travel by light fixed-wing or rotor-wing aircraft.

5. Sufficient to perform routinely assigned fire suppression and prescribed fire assignment in various types of fuels and under a variety of weather and terrain conditions. Working knowledge of fire behaviors, hazards and accepted fire safety practices and procedures to prevent injury and loss of life.

6. Must successfully complete a drug screening test prior to appointment.
