Portland Housing Authority (PHA) is looking for an experienced and driven applicant for the Accounting and Financial Reporting Manager position. This is a non-union, exempt position.

This Controller type position will oversee staff and actions related to accounts payable, accounts receivable, payroll operations, and treasury activities for all major HUD programs, Low-Income Housing Tax Credits, and transactional lifecycles while ensuring financial data accuracy and reporting for Executive Staff and Board of Commissioners. Position Summary:

The Accounting and Financial Reporting Manager directs day-to-day fiscal operations, general ledger maintenance, and statutory compliance acting as the agency controller. Reporting to the CFO, this role manages finance staff and oversees all major HUD programs, Low-Income Housing Tax Credit (LIHTC) portfolios, and transactional lifecycles. The manager oversees accounts payable, accounts receivable, payroll operations, and treasury activities while ensuring financial data accuracy for the Finance Committee and Board of Commissioners.

Essential Duties and Responsibilities

HUD Program Management & Compliance

• Housing Choice Vouchers (HCV / Section 8): Manage Voucher Management System (VMS) reporting, administrative fee tracking, and Housing Assistance Payments (HAP) reconciliations.
• Public Housing Operations: Oversee Operating Fund accounting, asset management model compliance, and Project-Based Voucher (PBV) allocations.
• Capital & Community Grants: Monitor drawdowns, obligations, and expenditures for the Capital Fund Program (CFP), Resident Opportunities and Self-Sufficiency (ROSS), Family Self Sufficiency (FSS), local or state grants..
• Specialized Submissions: Lead compilation and submission of annual Financial Data Schedules (FDS) to HUD’s Real Estate Assessment Center (REAC).

LIHTC & Affordable Housing Portfolios

• Tax Credit Compliance: Manage accounting for Low-Income Housing Tax Credit (LIHTC) properties, mixed-finance developments, and instrumentalities.
• Investor Relations: Coordinate delivery of monthly and quarterly financial packages to equity investors, syndicators, and commercial lenders.
• Partnership Accounting: Ensure accurate tracking of developer fees, replacement reserves, operating deficits, and partnership distributions.

AP, AR, & Treasury Management

• Accounts Payable (AP): Oversee vendor payments, procurement matching, 1099 processing, and landlord HAP disbursement cycles.
• Accounts Receivable (AR): Manage tenant ledger aging, rent collections, fraud recovery tracking, repayment agreements, and bad debt write-offs.
• Treasury Operations: Monitor daily cash positions, manage bank accounts, execute wire/ACH transfers, and optimize investment yields in compliance with HUD HUD-7510.3 guidelines.
• Bank Reconciliations: Review and approve monthly reconciliations for all operating, reserve, and security deposit bank accounts.
• Maintains Banking Relationships and obtains best bank products

Payroll Function Oversight

• Payroll Processing: Supervise internal or third-party payroll processing to ensure timely, accurate compensation for all authority employees.
• Benefits and Pension (OPEB) Compliance: Review accuracy for benefits posting and ensure actuary report is updated timely for use and integration of the agency’s financial reports for audits. Ensures proper segregation by program.
• Tax & Pension Reporting: Oversee timely filing of payroll taxes, W-2 forms, and contributions to employee retirement systems (ERS) or pension funds.

Leadership, Audit, & Internal Controls

• Executive Packages: Prepare monthly financial packages, narrative reports, and variance analyses for the CFO, Finance Committee, and Board of Commissioners.
• Staff Leadership: Train, mentor, and supervise the accounting team working with the CFO to ensure adherence to established internal controls, policies, and procedures.
• Single Audit Coordination: Serve as primary liaison for the annual Single Audit (2 CFR 200 Subpart F), independent audits, and HUD reviews.
• Internal Controls: Maintain, enforce, and update internal control policies to safeguard federal funds and prevent fraud.

Experience Requirements: The following types of experience are considered essential

• Minimum 5 years of progressive accounting experience in non-profit, public housing, or municipal government, including 3 years of experience over full-cycle transactional functions.

Qualities, Skills, and Competencies:

• Advanced proficiency in Microsoft Excel (VLOOKUPs, pivot tables) and corporate accounting software (e.g., Elite, Real Page, QuickBooks, or other software).
• Deep understanding of GAAP, GASB, HUD regulations, LIHTC compliance rules, and Automated Clearing House (ACH) / banking platforms.
• Direct experience completing or reviewing HUD Financial Data Schedules (FDS) for grant-funded and COCC-utilizing entities.

Education Requirements: The following education requirements are considered essential

• Bachelor’s degree in Accounting, Finance, Business Administration, or a related field required; equivalent combination of education and relevant experience may be considered.
• Certified Public Accountant (CPA) or Public Housing Financial Management (PHFM) certification is highly preferred.

Pay: $81,373.00 - $101,717.00 per year
