Job Title: Finance & Compliance Analyst
Report to: Director of Financial Operations & Administration FLSA Status: Non-Exempt/Hourly
Salary: $45,000- $60,000
Position Summary
The Financial Analyst & Compliance Coordinator is responsible for supporting agency- wide financial operations through budget monitoring, financial analysis, procurement compliance review, audit preparation, reporting, and operational performance tracking. This position assists in maintaining financial accountability and operational compliance across all Authority programs, properties, and administrative functions.
The position focuses on analysis, monitoring, reporting, and compliance support rather than transactional accounting or accounts payable processing.

Financial Analysis & Reporting
· Prepare financial reports, budget summaries, and variance analyses.
· Monitor budget-to-actual expenditures and identify trends.
· Assist with budget development and forecasting activities.
· Maintain financial dashboards and reporting tools.
· Analyze financial data and prepare recommendations for management review.
Procurement & Compliance Monitoring
· Monitor procurement activities for compliance with agency policies and procedures.
· Review purchasing card transactions and supporting documentation.
· Assist in maintaining procurement records and contract files.
· Identify compliance concerns and recommend corrective actions.
· Support implementation of internal control procedures.
Audit & Financial Documentation
· Assist with preparation of annual audit schedules and supporting documentation.
· Compile financial information requested by auditors, consultants, and regulatory agencies.
· Maintain organized financial records and documentation.
· Assist with implementation of audit recommendations.
Program & Property Financial Tracking
· Monitor financial performance of agency programs and properties.
· Track expenditures, operating trends, and financial indicators.
· Assist with financial reporting related to public housing, HCV, RAD, PBV, development activities, and other agency programs.
· Support operational and financial analysis projects.
Administrative Support
· Assist the Director with financial research, reporting, and special projects.
· Support agency-wide budgeting and planning efforts.
· Participate in process improvement initiatives and operational reviews.
Minimum Qualifications Education
Associate's degree in Accounting, Finance, Business Administration, or related field required.
Bachelor's degree preferred.
Experience
· Minimum two (2) years of experience in accounting, finance, budgeting, auditing, procurement, compliance, or related field.
· Experience in governmental, nonprofit, housing authority, or public sector environments preferred.
· Experience with financial reporting, spreadsheet analysis, and data management preferred.
Knowledge, Skills & Abilities
· Knowledge of accounting principles, budgeting practices, and financial reporting.
· Strong analytical and problem-solving skills.
· Ability to review financial information and identify discrepancies.
· Strong attention to detail and organizational skills.
· Proficiency with spreadsheets, financial software, and reporting systems.
· Ability to communicate financial information effectively.
· Ability to manage multiple assignments and deadlines.
