Administrative Services Assistant III (Payroll Administrator) – An In-Office Position - NOT REMOTE EMPLOYMENT

Salary range of $37,536 - $65,020 with $50,310 to start

• TDC Plan Summary:

The Teachers’ Defined Contribution Retirement System (TDC Plan) is the only defined contribution plan of the 10 retirement systems administered by the WV Consolidated Public Retirement Board (CPRB). The TDC Plan is a 401(a) governmental defined contribution plan currently serving 3,281 participants with more than $813 million in assets as of January 9, 2026. The TDC Plan operates with a service provider, who provides record keeping and brokerage services directly with the investment fund houses for this daily valued money purchase pension plan. The TDC Plan currently serves 60 contributing employers, throughout the state of West Virginia with nearly $14.5 million in combined employee and employer contributions received and processed annually.

• Position Summary:

The Administrative Services Assistant III serves as the Contribution Payroll Coordinator for the WV Teachers= Defined Contribution Retirement System (TDC Plan). This position is responsible for the accurate, timely and compliant processing of all employee and employer contributions for our participating payroll centers, who each remit a minimum of 26 payrolls per year. The role requires strong analytical skills, advanced Excel and Adobe Acrobat DC proficiency, and the ability to work independently in a time-sensitive environment.

A. Contribution Processing & Payroll Coordination (Primary Function).

• Daily review and audit all incoming payrolls.
• Preparation of detailed deposit spreadsheets in Excel.
• Prepare invoice for transfer of verified deposits to the Plan=s external bank account
• Upload of all contributions to individual participant accounts.
• Prepare daily contribution packets in Adobe Acrobat DC for manager approval.
• Ensure all contributions are processed within the five business-day compliance window,
• Initiate credits to employers for unprocessed contributions.
• Maintain and reconcile cumulative payroll spreadsheets for each employer.
• Process account corrections, back- contributions and permissive service purchase requests.
• Prepare monthly and annual reconciliations in Excel.
• Identify, report, and resolve issues with operating applications.
• Prepare and update written procedures annually.

B. Backup Responsibilities - Backup to TDC Plan Manager.

• Perform manager=s duties, as needed.
• Assist plan participants.
• Maintain plan compliance and fiduciary responsibilities.
• Safeguard confidential participant information.

C. Backup to Disability Coordinator.

• Consult with participants and facilitate the disability process.
• Process and safeguard sensitive disability information.
• Present disability cases to the CPRB Disability Committee and communicate results.

D. Special Projects as Requested.

• Assist with year-end payroll reconciliation.
• Assist with annual forfeiture preparation and allotment of funds,
• Learn and cover duties as assigned.

• Creating combined packets.
• Applying digital signatures.
• Form editing.

Other applications

• Working knowledge of Notepad++.
• Ability to edit, manipulate and convert Text files to Excel files.
