Chitra is seeking an experienced Cyberspace Electromagnetic Activities (CEMA) /
Electronic Warfare (EW) Operations Planner to support Combat Training Center (CTC)
planning, exercise development, and execution activities at Fort Shafter, Hawaii. This
position provides direct support to CEMA and EW planning efforts through coordination
with U.S. Army Cyber Command (ARCYBER), OPFOR organizations, and other operational stakeholders.
The selected candidate will support the planning, integration, and execution of
cyberspace and electromagnetic activities within Army training environments. The role
requires expertise in electronic warfare, offensive and defensive cyberspace operations,
tactical communications systems, network operations, and Army tactical planning
processes. The CEMA/EW Operations Planner will help ensure training environments
accurately replicate modern threat capabilities and operational challenges.
Key Responsibilities
● Support planning events, exercise development activities, and exercise execution in
coordination with Government leadership and operational stakeholders.
● Coordinate with ARCYBER, OPFOR organizations, and other military partners to
integrate cyberspace and electromagnetic activities into training scenarios.
● Provide reach-back planning support for CEMA and EW operations during planning
events and exercise execution.
● Develop CEMA/EW products, operational concepts, scenario injects, and training
support materials.
● Assist in the planning and execution of offensive cyberspace operations (OCO),
defensive cyberspace operations (DCO), and electromagnetic warfare activities within
training environments.
● Integrate cyber and electromagnetic effects into Brigade Combat Team (BCT) and
Division-level training exercises.
● Support targeting processes, network protection activities, and cyber mission planning
efforts.
● Operate and support the Electronic Warfare Planning and Management Tool
(EWPMT) in support of training and exercise requirements.
● Develop and deliver executive-level briefings, information papers, and decision
support materials.
● Support Joint Exercise Life Cycle (JELC) activities and exercise design efforts.
● Coordinate staff actions and synchronize activities across multiple organizations and
stakeholders.
● Provide subject matter expertise on Army and Joint doctrine, tactics, techniques, and
procedures related to cyberspace and electromagnetic operations.
Required Qualifications
● Active Secret Security Clearance.
● Minimum of 5 years of experience supporting Army or Joint training organizations.
● Military experience planning and executing electronic warfare operations, offensive
and defensive cyberspace operations, tactical communications systems, or network
operations.
● Knowledge of Brigade Combat Team (BCT) and Division-level operations.
● Experience supporting military operations involving cyberspace and electromagnetic
activities.
● Knowledge of Army training doctrine, operational planning, tactics, techniques, and
procedures (TTPs).
● Experience developing and delivering executive-level briefings and presentations.
● Experience coordinating complex staff actions and working within established military
planning processes.
● Demonstrated ability to perform effectively in dynamic environments with evolving
requirements.
● Strong written, verbal, presentation, and communication skills.
● Proficiency with Microsoft Office Suite, including PowerPoint, Word, and Excel.
● Experience operating or supporting EWPMT in support of EW operations.
● Experience as a Collective Trainer, Exercise Designer, or equivalent training
professional.
Desired Qualifications
● Military Education Level (MEL) 4 graduate.
● Branch-qualified officer or senior NCO in a relevant functional area.
● Experience serving on a General Officer-level staff (3-star headquarters or higher).
● Experience as a Cyber Operations Planner.
● Experience as an Army Service School Instructor or Small Group Leader.
● Experience as a Battalion Commander.
● Experience serving as a Combat Training Center Observer Coach/Trainer (OCT).
● Experience supporting or facilitating the Joint Exercise Life Cycle (JELC).
● Experience managing portfolios, requirements, or modernization initiatives.
Preferred Skills
● Knowledge of cyberspace operations, electronic warfare integration, and network
defense activities.
● Understanding of Army and Joint cyber operational frameworks and mission profiles.
● Ability to integrate cyber and electromagnetic effects into large-scale combat
operations and training environments.
● Experience coordinating with senior military leaders, operational planners, and cross-
functional teams.
● Strong analytical, planning, and problem-solving capabilities.
