We are looking for a Project Safety Manager to join our talented and award-winning construction company for a projects throughout Southern CA. Hal Hays Construction, Inc. provides General and Civil construction services to select high-growth markets like Utility Agencies, Military/Federal, Municipalities, Public Works, and Water Agencies. We provide Facility Modernization's, New Construction, Heavy Civil & Industrial work, Dry & Wet Utilities, Roads & Highways, Energy solutions, Aviation and Transit Infrastructure, and Security enhancements.
Classification (Exempt/Non-Exempt): Full-Time, Exempt
General Summary of Position: As a Project Safety Manager at Hal Hays Construction, you will be responsible for ensuring job site safety and compliance with all regulatory requirements. Requirements will include conducting safety audits, training field crews, and ensuring safety protocols and safe working environments are maintained. Our commitment to safety and compliance is paramount, and we are seeking a dedicated Project Safety Manager to join our team and uphold these standards. Previous experience dealing with SoCalGas, Southern California Edison, or other utilities preferred.
Essential Duties/Responsibilities:
- Conduct regular safety audits and inspections of job sites to ensure compliance with OSHA, and client & company safety standards.
- Regulate safety policies, procedures, and programs tailored to each project.
- Train and educate field crews on safety protocols, proper use of equipment, and emergency procedures.
- Investigate accidents, incidents, and near-misses to determine root causes and implement corrective actions.
- Maintain accurate records of safety audits, inspections, training sessions, and incident reports.
- Collaborate with project managers, supervisors, and field crews to promote a culture of safety.
- Ensure all safety equipment and PPE are available and used correctly.
- Stay up-to-date with industry regulations and best practices to continually improve safety measures.
- Prepare and submit detailed safety reports to management.
- Special projects as assigned
- Regular, reliable attendance is an essential function

Qualifications & Competencies:
- Previous experience dealing with SoCalGas, SCE or other utilities is preferred.
- OSHA 30, first aid/CPR certifications are required.
- Extensive knowledge of the EM-385-1-1 (Army Corps of Engineers Safety & Health manual) is a PLUS!
- Previous experience as Safety Officer at the Corporate level
- Must have heavy civil and utilities knowledge
- Proficient with Microsoft Office and other basic computer skills
- Excellent written/communication skills and the ability to work well with others
- Teamwork – Balances team and individual responsibilities; exhibits objectivity and openness to other’s views; gives and welcomes feedback; Contributes to building a positive team spirit
- Experience in understanding, interpreting, and applying regulatory requirements applicable to the project scope of work
- Experience investigating, documenting, and developing corrective actions for accidents, incidents, and near misses
- Experience in developing site-specific programs, including emergency actions, response, evacuation, and security plans
- Must pass pre-employment drug test/physical/background check
- Must be a U.S. Citizen and able to pass government or facility-level background checks.
- TWIC card is a plus
- Required to have valid DL
- Required to pass pre-employment drug test/background check (This role is subject to federal testing requirements, which requires testing for cannabis despite state law)
- Candidates must pass a post-offer physical examination to ensure they can perform the essential physical functions of the job
WORK ENVIRONMENT, PHYSICAL DEMANDS, SCREEN TIME & ERGONOMICS
- Work performed in both an office and field setting. This role is can be indoors or outdoors on active construction sites. The employee could be exposed to weather conditions such as heat, cold, and rain, and will work near heavy machinery and moving vehicles
- The noise level on site can be loud, and the environment may involve dust and fumes. Appropriate PPE (hard hat, safety vest, hearing protection, etc.) is required at all times.
- Prolonged periods of sitting at a desk and working on a computer
- Requires regular use of a computer or tablet, which entails looking at a monitor for extended periods; employer provides ergonomic workstations and rest breaks in accordance with California law
- Frequent use of keyboard, mouse, and telephone
- Occasional reaching, bending or lifting of small packages or files up to 20-25 lbs
- The position may require moving between different office locations or floors (e.g., taking stairs, walking the equipment yard).
