Position Overview
The Government Contracts & Proposal Manager will be responsible for identifying government bidding opportunities, tracking contract renewals and expirations, coordinating proposal submissions, and supporting the growth of NPA Computers' government business.
The successful candidate will spend the majority of their time researching and qualifying opportunities across multiple procurement platforms while coordinating proposal preparation and submission efforts with internal teams.
Key ResponsibilitiesOpportunity Identification & Pipeline Management
- Monitor government procurement portals and bidding platforms daily, including:
- BidNet Direct
- GovSpend
- NYSCR
- Empire State Purchasing Group
- BOCES procurement portals
- Additional state, county, municipal, and educational procurement sites
- Research and identify opportunities related to:
- Managed IT Services
- Help Desk and Outsourced IT
- Break/Fix Services
- Print Management
- IT Staffing and Staff Augmentation
- Track active contracts, renewal dates, and upcoming rebid opportunities
- Maintain and manage a pipeline of qualified opportunities
- Identify opportunities available through NPA's GSA contract and other contract vehicles
- Proposal Development & Submission
- Review RFPs, RFQs, ITBs, and related procurement documents
- Coordinate proposal requirements with internal stakeholders
- Draft company qualifications, executive summaries, references, and non-technical proposal content
- Gather required documentation, certifications, insurance certificates, and supporting materials
- Ensure all proposal submissions are complete, compliant, and submitted on time
- Maintain proposal templates and response libraries
Contract & Revenue Growth Support
- Monitor existing government contracts and renewal opportunities
- Maintain records of bid activity, submissions, awards, and upcoming opportunities
- Assist leadership in evaluating bid/no-bid decisions
- Support strategic initiatives to increase government-sector revenue
Qualifications
Required
- Strong organizational and project management skills
- Excellent written and verbal communication skills
- Strong Microsoft Excel and Microsoft Office skills
- Ability to manage multiple deadlines simultaneously
- Detail-oriented with exceptional follow-through
- Experience reviewing and interpreting procurement documents
Preferred
- Experience with government procurement, public-sector contracting, or proposal management
- Experience selling products or services to government agencies
- Experience managing RFP, RFQ, and bid submissions
- Familiarity with BidNet Direct, GovSpend, NYSCR, Empire State Purchasing Group, BOCES procurement systems, or similar platforms
- Experience within an IT services company, Managed Service Provider (MSP), technology reseller, or staffing organization
- Knowledge of GSA Schedule contracts and government purchasing vehicles
What Success Looks Like
Within the first year, the successful candidate will:
- Identify and qualify high-value government procurement opportunities throughout the Northeast
- Submit 20+ qualified proposals annually
- Build and maintain a robust pipeline of contract renewals and rebid opportunities
- Improve visibility into upcoming government purchasing activity
- Contribute to generating $1M–$2M in annual contract revenue growth

Salary: $50,000 - $80,000 annually based on experience
Location: Holbrook, NY (In-Office Position)
