Job Summary
We are seeking a highly motivated Fisheries Biologist II to serve as the Southeast Region Headboat Survey (SRHS) Onsite Database & Data Coordinator to provide crucial administrative, data management, and statistical support for the Southeast Region Headboat Survey (SRHS). Based onsite at the Beaufort Laboratory, you will serve as a central coordinator managing and analyzing fishery-dependent data collected across the Southeastern United States from North Carolina to Texas.

The ideal candidate bridges the gap between field biology and data science, possessing strong data QA/QC capabilities and proficiency in advanced analytical database software like SAS or R to support regional stock assessments.

Core Responsibilities

• Database Management & Integration: Manage, organize, and maintain core SRHS and NMFS databases (including bioprofile, logbook catch record, and headboat activity report databases) to ensure optimal functionality, data quality, and error remediation.
• Regional Data Compilation: Aggregate and compile incoming dockside sampling data transmitted by headboat port agents and samplers stationed throughout the South Atlantic and Gulf of Mexico.
• Laboratory QA/QC Support: Perform daily Quality Assurance/Quality Control checks on biological structure collections (otoliths and spines) registered in the Oracle system. Generate error reports and coordinate directly with port agents to ensure swift data corrections.
• Analytical & Stock Assessment Support: Utilize SAS, R, Oracle, and relational databases to summarize landings and effort estimates. Perform data summaries and statistical analyses to directly support Southeast Data, Assessment, and Review (SEDAR) activities and general scientific inquiries.
• Reporting & Proposal Development: Assist in authoring the program's comprehensive annual report summarizing catch, effort, and socioeconomic impacts on the regional headboat fishery. Review reports and manuscripts, and write scientific proposals to compete for extramural funding.
• Special Projects & Collaborations: Participate in multi-disciplinary collaborative projects within and outside the agency.
• Outreach & Public Meetings: Attend public outreach events to educate fishers and communities about regional fisheries management. Prepare for, present at, and participate in technical workshops, symposiums, and Fishery Management Council forums.

Qualifications & Requirements

Essential:

• Education: Master’s Degree in Marine Science (or a related biological field), OR a Bachelor’s Degree in Marine Science/related field plus a minimum of three (3) years of relevant professional experience.
• Technical Proficiency: Advanced, proven experience utilizing database and analytical software - specifically SAS, R, Oracle, and Microsoft Access - to manipulate complex data, execute statistical analyses, and generate polished reports or presentations.
• Core Knowledge: Strong foundational understanding of the concepts, principles, and methodologies underlying fishery data management and analysis.
• Security: Must be able to pass a federal low-risk background investigation to secure a Department of Commerce identification badge and maintain facility access.

Desirable:

• Direct experience managing, cleaning, and analyzing catch-and-effort data derived from marine recreational fisheries.
• Solid command of statistical concepts and population theory.
• Demonstrated expertise in navigating relational database architectures.

Travel: Occasional travel required for regional workshops, stock assessment meetings, and project collaborations

Working Environment

This position is performed primarily within a professional laboratory and office setting at the NOAA Beaufort Facility. You will work closely with research branch chiefs, data managers, field biologists, and external state and federal partner agencies.

Pay: $60,000.00 - $90,000.00 per year
