The City of Newark is seeking motivated, analytical, and service-oriented professionals to join our team as a Management Analyst I/II.

Management Analysts perform a wide variety of professional, administrative, operational, and analytical assignments in support of City departments. Typical responsibilities include preparing and administering departmental budgets; managing purchasing and contracts; conducting research and analysis; preparing reports, correspondence, and presentations; coordinating projects and public outreach efforts; assisting with strategic and operational planning; supervising or leading administrative staff; and performing a variety of special projects and assignments. Successful candidates will demonstrate initiative, sound judgment, strong communication skills, and a collaborative approach to problem-solving.

Positions in the Management Analyst class series are flexibly staffed. Advancement to the Management Analyst II level is typically achieved through demonstrated performance, increased responsibility, and the acquisition of the knowledge, skills, and experience necessary to perform work at the higher level classification.

The City currently has three (3) vacancies:

• Public Works Department
• Recreation & Community Services Department
• Human Resources Department

In addition to these current vacancies, Management Analyst I/II positions are utilized throughout the City in various operating departments. Candidates interested in Management Analyst opportunities throughout the City are strongly encouraged to apply.

This recruitment will establish an eligibility list that may remain active for a period of six (6) months to two (2) years. The eligibility list may be used to fill current vacancies as well as future Management Analyst I/II vacancies that occur in any City department during the life of the list.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education and Experience:

• Management Analyst I- Equivalent to a Bachelor's degree from an accredited college or university with major course work in Public Administration, Business Administration, Finance, Economics or a related field.
• Management Analyst II- In addition to the above education requirement, two (2) years of progressively responsible professional level organizational administrative and/or operational support experience.

IDEAL CANDIDATE

For the three (3) current vacancies the City is looking for the following candidates:

• Public Works Department

The department consists of four divisions including Building, Engineering, Environmental Services, and Maintenance. This position will primarily support the Engineering, Building and Environmental Services divisions. The ideal candidate will possess strong analytical and problem-solving skills and demonstrate the ability to synthesize, analyze, and present complex information in a clear and concise manner. They will be a highly motivated and self-directed individual who exercises initiative, sound judgment, and attention to detail while managing multiple priorities and deadlines. The successful candidate will have excellent written and verbal communication skills, the ability to prepare reports and presentations for a variety of audiences, and a collaborative approach to working with City staff, consultants, contractors, and the public.

Candidates should possess a general understanding of municipal services and local government operations, with experience in public works, engineering, building, planning, finance, or a related field being highly desirable. Experience with data analysis, contract administration, grant applications and compliance reporting, budget development and monitoring, Capital Improvement Program (CIP) budgeting, purchasing, invoice processing, and cross-functional project coordination is highly desirable

• Recreation & Community Services Department

The Recreation & Community Services Department serves residents through a wide variety of programs and services, including year-round aquatics programs, recreation classes and activities, summer camps, a licensed childcare center, senior services, community events such as Juneteenth Day, Big Truck Day, and the Tree Lighting Ceremony, as well as facility rentals.

The ideal candidate will demonstrate strong analytical and problem-solving skills, with the ability to synthesize, analyze, and present complex information in a clear and concise manner. They will be a strategic thinker who is adaptable, resourceful, and committed to using data and insights to support informed decision-making and advance department and City priorities.

The successful candidate will demonstrate strong communication and collaboration skills, with the ability to build effective relationships with internal and external stakeholders. They will be comfortable managing multiple priorities, identifying opportunities for process improvements, and developing solutions that enhance operational effectiveness and service delivery. They will have a passion for public service and a commitment to serving the community by helping advance programs, services, and initiatives that positively impact residents.

3. Human Resources Department

The Human Resources Department is responsible for attracting, developing, and retaining a highly qualified workforce while providing strategic support and guidance to City departments and employees. The department oversees a broad range of functions including recruitment and selection, employee onboarding, classification and compensation, employee and labor relations, benefits administration, leave administration, performance management, employee engagement and recognition, organizational development & training, policy development and risk management.

The ideal candidate will have experience managing or supporting full-cycle recruitment and selection processes, developing and implementing employee engagement and recognition initiatives, coordinating performance evaluation programs, conducting research and analysis, preparing reports and presentations, developing policies and procedures, and leading organizational improvement projects.

The successful candidate will be customer-service oriented, detail-oriented, and committed to delivering innovative, responsive, and strategic human resources services that support organizational excellence and a positive employee experience.

An Eligible List will be established for the Management Analyst I/II classifications based off written test and/or panel interviews. This list will be used to potentially fill future vacancies for this classification across departments in the City.
