The Business Analyst will support the National Defense Reserve Force (NDRF) Ready Reserve Fleet (RRF) mission by translating stakeholder needs into clear requirements, KPI definitions, process documentation, data-source mapping, validation artifacts, and leadership-ready reporting. The role blends traditional business analysis with data analysis, financial/budget execution support, maintenance and repair performance analysis, document management, and Power BI/reporting requirements support. The analyst will work with leadership, program stakeholders, financial/budget teams, Ship Manager-related stakeholders, technical teams, and reporting teams to improve mission execution, KPI reliability, and decision support. All documentation must be clear, structured, stakeholder-ready, and aligned with Federal Plain Language Guidelines.
KEY RESPONSIBILITIES
Business Analysis & Requirements
- Facilitate meetings to elicit, clarify, prioritize, and validate requirements.
- Document business, functional, and reporting requirements; user stories; acceptance criteria; assumptions; decisions; and open issues.
- Develop current/future-state process maps and maintain traceability from need through design, testing, delivery, and validation.
KPI, Data Source & Reporting Support
- Define and validate RRF KPIs/metrics, source fields, owners, calculation logic, cadence, thresholds, and validation rules.
- Support repeatable KPI methodology, source-to-report traceability, Power BI/reporting requirements, and output validation.
- Document data-quality issues and prepare KPI summaries, reporting logic, validation notes, and decision-support materials.
Documentation, Meetings & Change Support
- Support updates to the document portfolio and related business/technical documentation.
- Support SharePoint-to-Google Workspace analysis, including content inventory, metadata, ownership, access needs, and document mapping.
- Prepare agendas, minutes, action/decision logs, status reports, briefings, UAT scenarios, test results, defect logs, and stakeholder follow-up materials.
M&R, Business Plan Execution & Estimate Support
- Analyze M&R performance, Business Plan execution, cost/schedule trends, planned vs. emergent work, deferred work, SLAP/rework patterns, and Ship Manager execution concerns.
- Review NSE or equivalent maintenance/procurement data, service requisitions, work orders, invoices, POs, and project/task order records.
- Support Excel-based mission estimate tools using ABBP rates, historical mission data, assumptions, and approved output formats.
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Business, Information Systems, Management, Data Analytics, Public Administration, Maritime Operations, or related field.
- Experience eliciting requirements, facilitating workshops, documenting processes, and translating needs into actionable requirements.
- Experience conducting data analysis, trend analysis, reconciliation, or operational performance analysis.
- Advanced Excel skills: pivot tables, formulas, lookups, data validation, reconciliation workbooks, and trend analysis.
- 5+ years of business analysis experience, preferably in federal, maritime, transportation, defense, or regulated environments.
- Experience with KPI/metric definition, data-source mapping, reporting requirements, validation logic, and source-to-report traceability.
- Experience with financial reports, invoices, purchase orders, task orders, execution documents, or similar financial/procurement records.
- Strong Microsoft Office skills and clear written/verbal communication; ability to obtain and maintain Public Trust clearance.
PREFERRED QUALIFICATIONS
- Experience supporting federal maritime, defense transportation, ship operations, or maintenance programs.
- Experience with mission cost analysis, reimbursable cost analysis, Maintenance & Repairs (M&R) performance, Business Plan execution, funds execution reporting, or internal controls.
- IIBA certification such as CBAP or CCBA, PMI-PBA, or similar certification preferred.
- Experience with NSE, MSC Reporting, ABBP, financial databases, procurement/maintenance systems, SQL Server, Access, Power BI, or related tools.
- Experience with Power BI requirements, dashboard validation, data dictionaries, UAT, JIRA, Agile/Scrum/Kanban, SharePoint, Google Workspace, Visio/Lucidchart, Teams, or Zoom.

Pay: $100,000.00 - $110,000.00 per year
