Job description:

Information Discovery Services is seeking current Federally Certified Polygraph Examiners to assist on a large nationwide polygraph contract supporting the United States Secret Service (USSS).

These are independent contractor (1099's) opportunities.

The Independent Contractor will administer NCCA approved Law Enforcement Pre-Employment Test (LEPET) polygraph examinations consistent with federal and client policies, practices, and procedures. The Independent Contractor will utilize testing techniques, formats, and forms, which have been approved and provided by the customer.

Must be available to travel when required.

Details:

• Schedule, prepare for, and administer full-scope national security, LEPET format polygraph examinations of applicants to federal positions.
• Preparation will include facilitation of an appropriate test environment, contacting the Law Enforcement applicant about the scheduled appointment, collecting, and reviewing all applicable documentation from the Law Enforcement applicant’s e-APP and Personnel Security correspondence, and corresponding and providing updates to the appointed agency QC Manager or Contract Program Manager through email.
• Conduct pre-test interviews, in-test, and post-test procedures.
• Company /Agency provided Lafayette Polygraph System software (LX6) must be utilized to conduct examinations and record applicant physiology in accordance with all federal polygraph standards.
• Obtain audio recordings of polygraph examination and upload recordings to the appropriate Law Enforcement applicant's record in the agency Polygraph System
• Utilize MGQT format examinations to conduct breakout/breakdowns of inconclusive examination topics/questions to resolve any No Opinion. All polygraph scores and in/post-test notations will be recorded using Lafayette software.
• Responsible for retesting NO OPINION examination results.
• Determine the basis of opinion.
• Maintain an initial polygraph examination resolution rate of85%.
• Conduct polygraph examinations and interviews while applying knowledge of all implemented National Center for Credibility Assessment (NCCA) and customer polygraph policies, procedures, guidelines, and standards and applying Federal suitability factors and adjudicative guidelines to investigations.
• Collect and review applicable Agency specific forms as defined by the customer's polygraph processes and procedures: (consent form, medical liability form, etc.)
• Be able to prepare and provide written reports, documents, and other materials, as well as prepare and present oral presentations when requested.
• Travel to conduct pre-employment polygraph exams at customer approved CONUS locations.
• Establish rapport and maintain trust to achieve the highest levels of cooperation.

Qualifications:

Applicants must have undergone and had a successfully adjudicated, at a minimum, Tier 5, or High Tier investigation. Applicants selected will be subject to a government background investigation and must meet eligibility and suitability requirements.

• The Independent Contractor (Contractor) shall be a current Federally certified LEPET polygraph examiner. Proof is required, in advance of successful completion/graduation from the federal polygraph examiners basic course at the NCCA or one of its predecessors - Defense Academy for Credibility Assessment (DACA) or the Department of Defense Polygraph Institute (DoDPI).
• Have extensive and at least (2) years of LEPET federal experience conducting NCCA approved Law Enforcement Pre- Employment Test (LEPET) polygraph examinations, conducted 200+ polygraph examinations, federally certified within the past 10 years while employed by an agency that was recognized by NCCA as having a compliant federal program. Proof will be required of your NCCA certificate in advance, and which must be included in a resume.
• Provide proof of maintaining NCCA approved continuing education (CE) credit hours, averaging 80 hours every two years. Must provide a transcript from NCCA, in advance, to show the examiner is currently up to date on the NCCA continuing education requirements.
• Provide proof of completing NCCA mandated countermeasures courses and CE credits. Must provide a transcript from NCCA, in advance, to show the examiner is currently up to date on the NCCA countermeasures training requirements.
• Shall make themselves available for a required 40-hour weeklong mentorship/training prior to conducting exams and NCCA required CE credits, as approved by the Polygraph Support Section and IAW NCCA
• Be familiar and proficient with the standards and practices within the NCCA published federal polygraph examiner handbook.
• Be computer literate and efficient in software programs that support email, word processing, and data entry, which are utilized in the administration of the personnel security and information security programs.
• Must maintain the highest degree of integrity and confidentiality when handling information related to the contract.
• Must not have been dismissed, relieved of duties, or had any findings that would indicate questionable integrity, or have been removed from their position as polygraph examiner for cause or competency concerns.
• Must be able to maintain absolute objectivity and professionalism.
