Position Purpose

The Northern California Regional Safety Leader provides field-based Health, Safety and Environment leadership and day-to-day safety support across Northern California. This position serves as the primary safety support role for Cagwin operations and also assists with safety oversight, field support, and risk reduction for Northern California construction operations.

This position is intended to maintain continuity of the prior Cagwin safety function while transitioning the model toward stronger branch-level ownership. The Regional Safety Leader works directly with Branch Managers, yard managers, construction leaders, Safety Champions, HR, claims, and field teams to help local leaders run effective safety programs within their own operations.

Branch Managers and operating leaders remain accountable for the safety performance of their teams and for execution of their local safety programs. The Regional Safety Leader supports, coaches, audits, trains, and follows up, but does not replace local leadership ownership.

Reporting and Working Relationships

• Reports to the Vice President of Health, Safety and Environment
• Directly supports Branch Managers, Regional Leaders, Construction Leaders, Safety Champions, HR, claims, and field teams throughout the assigned Northern California region.
• Works through branch and operating leadership to build safety routines, drive follow-through, and strengthen accountability at the local level.
• Coordinates with corporate HSE leadership on regional priorities, serious incidents, regulatory matters, program rollouts, escalation needs, and overall safety performance.

Scope of Role

• Serve as the primary HSE support role for Cagwin operations, including regular branch, yard, shop, and jobsite presence.
• Assist with safety oversight and field support for Northern California construction operations, including project visits, observations, incident follow-up, and high-risk work planning.
• Support regional safety execution across landscape maintenance, enhancement, construction, fleet, equipment, shops, yards, and field operations.
• Help local leaders identify risk, correct unsafe conditions, improve behaviors, and close corrective actions without removing safety ownership from the operating teams.
• Travel regularly throughout Northern California to support branches, projects, crews, and leadership teams.

Essential Responsibilities

Branch Safety Program Leadership and Accountability.

• Partner with Branch Managers and operating leaders to help them lead, manage, and improve their local safety programs.
• Help Branch Managers build consistent routines for safety meetings, field inspections, training, incident reviews, corrective action follow-up, and employee communication.Participate in branch, yard, field, and leadership meetings to review safety concerns, upcoming risk exposures, trends, corrective actions, and open follow-up items.
• Support and help lead branch safety committees while ensuring local leadership owns the agenda, action items, and follow-through.
• Strengthen accountability at the Branch Manager, Account Manager, Project Manager, Superintendent, Supervisor, Foreman, Safety Champion, and crew level.

Field Safety Presence, Inspections and Audits

• Establish a consistent HSE presence at branches, yards, shops, maintenance operations, enhancement work, and construction jobsites.
• Conduct field safety observations, jobsite walks, inspections, audits, and coaching conversations during branch and site visits.
• Evaluate safe work practices, PPE use, equipment operation, fleet and driver safety, shop/yard conditions, traffic exposure, utility awareness, and other field risks.Report deviations, assign or recommend corrective actions, and follow up with local leadership until items are closed and sustained.
• Reinforce Stop Work Authority and support employees and supervisors in stopping, escalating, and correcting unsafe work.
• Take immediate corrective action when serious health, safety, environmental, or regulatory concerns are identified.

Cagwin Safety Continuity

• Provide day-to-day HSE support to Cagwin leadership and field teams, including planning, coaching, training, inspections, incident follow-up, and corrective action tracking.
• Serve as a primary contact for Cagwin health and safety matters while keeping Branch Managers accountable for local safety execution.
• Partner with local management, Safety Champions, safety committees, and employee input to implement safety policies, procedures, site-specific expectations, and field practices.
• Review Cagwin injury, property damage, vehicle, near-miss, inspection, and training trends to identify opportunities for improvement.
• Support local safety meetings, tailgates, crew-level discussions, and branch leadership follow-up on safety priorities.

Northern California Construction Support

• Assist construction leadership with field safety oversight on active Northern California projects.
• Support pre-job planning, job hazard analysis, site-specific safety planning, and hazard escalation for higher-risk work.
• Review and coach around construction exposures such as heavy equipment, traffic control, trenching/excavation, utilities, electrical hazards, material handling, lifting, fall exposures, subcontractor interface, and public/client exposure.
• Conduct construction site inspections and follow up with project leadership to ensure corrective actions are assigned, completed, and sustained.
• Help align construction operations with Sperber safety standards, regulatory requirements, and client/jobsite expectations.

Incident Management, Claims Support, and Root Cause

• Act as the internal incident management support resource for serious injuries, vehicle incidents, property damage, near misses, safety emergencies, and other HSE-related events.
• Lead or assist with incident investigations, root cause reviews, witness statements, photo documentation, corrective actions, and leadership communication.
• Work with local Safety Champions and branch leadership to ensure injuries and emergencies are properly managed and escalated.
• Coordinate with HR, claims, and operations when an incident may involve workers compensation, modified duty, return to work, or reasonable accommodation.
• Report on injury, vehicle, property damage, and near-miss trends, including root-cause findings, corrective actions, training needs, and compliance concerns.

Training, Communication, and Emergency Preparedness

• Oversee, support, and help ensure safety orientation training is provided for employees and new managers in the assigned region.
• Ensure managers understand emergency response procedures and know how to respond to serious incidents, injuries, regulatory visits, and escalation needs.
• Conduct employee and supervisor training on applicable safety programs, company standards, field procedures, and regulatory requirements.
• Review safety training and tailgate topics periodically and recommend revisions, improvements, and updates.
• Create and distribute safety alerts, safety notices, seasonal hazard communications, lessons learned, and prevention messaging based on incidents, trends, and field observations.

Compliance, Reporting and Program Improvemnt

• Support compliance with federal, state, and local safety and health laws, regulations, codes, and company standards, including OSHA and Cal/OSHA requirements.
• Ensure timely and accurate completion of required OSHA recordkeeping, reporting, and injury trend logs in coordination with HSE, HR, and local leadership.
• Assist with injury, vehicle, property damage, near-miss, inspection, and training data analysis to identify trends and prevention opportunities.
• Promote the company vision, values, standards of operation, Stop Work Authority, and safe production expectations.
• Partner with the Vice President of Health, Safety and Environment on safety initiatives, audits, scorecards, program rollouts, and regional improvement plans.
• Perform additional health, safety, environmental, and risk control duties as assigned.

Skills and Abilities

• Strong working knowledge of applicable federal, state, and local safety regulations, including OSHA and Cal/OSHA standards.
• Practical understanding of landscape maintenance, enhancement, construction, horticulture, fleet, equipment, and field service operations preferred.
• Ability to coach field teams and operating leaders in a direct, practical, respectful, and solutions-focused manner.
• Strong written and verbal communication skills, including the ability to document incidents, corrective actions, audits, and field observations clearly.
• Understanding of adult learning methods and ability to conduct training for field employees, supervisors, managers, and senior leaders.
• Strong organizational skills, follow-through, attention to detail, and ability to manage multiple branches and projects at the same time.
• Ability to build trust with operations while still holding teams accountable to company standards and regulatory requirements.
• Proficient with Microsoft Office Suite, Google Workspace, or related software; ability to use safety, telematics, training, or inspection platforms as assigned.
• Must be able to read and write English. Bilingual English/Spanish strongly preferred.
• Must possess a valid driver license with a driving record acceptable to the company insurance carrier.

Education and Experience

Candidate should have at least one of the following qualifications:

• Minimum of five years of Health, Safety and Environmental experience, direct field safety oversight, landscape maintenance, horticulture, construction, or other relevant field operations experience.
• Bachelor degree in Occupational Health and Safety, Safety Engineering, Environmental Health, Construction Management, or a related field preferred.
• Two-year degree in safety, construction, engineering, or a related technical field plus direct safety oversight experience.Equivalent combination of field leadership, safety experience, regulatory knowledge, and operational experience may be considered.
• CPR/First Aid certification or ability to obtain within the first three months preferred.
• Relevant certifications or professional development such as OSHA 30, CHST, ASP, CSP, QSP/QSD, CPR/First Aid trainer, equipment trainer, or similar credentials are a plus but not required.

Physical Requirements and Work Environment

• Field-based role requiring regular travel throughout Northern California.
• Must be able to walk jobsites, stand for extended periods, climb steps, access uneven terrain, and work outdoors in varying weather conditions.
• Must be comfortable working around active landscape, construction, equipment, vehicle, shop, yard, client, and public environments.
