LEE + RO’s City of Industry office is seeking a mid-level Electrical/Instrumentation and Controls (I&C) Engineer to join our growing water infrastructure team. This role is ideal for an engineer who has built a solid technical foundation and is ready to take on more responsibility in the planning, design, coordination, and construction support of public water and wastewater projects. Known for our practical “nuts and bolts” engineering approach, LEE + RO offers the opportunity to work on meaningful infrastructure projects while learning directly from experienced engineers, project managers, and subject matter experts.
As a mid-level Electrical/I&C Engineer, you will support the design of low-voltage and medium-voltage power distribution, motor control, standby power, lighting, grounding, instrumentation, control panels, and PLC/SCADA-related systems for pump stations, treatment facilities, reservoirs, and other water infrastructure projects. You will work closely with project managers, senior engineers, CAD designers, and other disciplines to develop coordinated design documents, calculations, specifications, cost estimates, and construction-phase responses. Candidates should have experience in one or more of the following areas: 480V industrial power design, medium-voltage power distribution, motor control, control schematics, instrumentation, process and instrumentation diagrams (P&IDs), PLC/SCADA coordination, and/or or construction support for industrial or municipal facilities.
This position is intended for engineers who are ready to move beyond task-based design and grow into a stronger technical contributor, discipline lead, and future project manager. You will be expected to take ownership of assigned work, communicate clearly with internal teams, support QA/QC reviews, mentor junior staff when appropriate, and continue developing practical design judgment.

Work Location and Schedule
LEE + RO operates on a hybrid work schedule. Staff are expected to report to the office in person at least three days per week, Tuesday through Thursday, with the option to work remotely on Monday and Friday.
Key Responsibilities:
· Lead or support the electrical and I&C design of water, wastewater, recycled water, and stormwater infrastructure projects, including pump stations, treatment facilities, reservoirs, and related municipal facilities.
· Independently develop or oversee design deliverables, including drawings, calculations, specifications, technical memoranda, reports, cost estimates, equipment schedules, and construction support documentation.
· Design electrical and I&C systems including low-voltage and medium-voltage power distribution, motor control, standby power, lighting, grounding, instrumentation, control panels, PLC/SCADA interfaces, network infrastructure, and related control system components.
· Evaluate, select, and adapt standard engineering techniques, procedures, and criteria to solve conventional and moderately complex design challenges.
· Coordinate multidisciplinary design efforts with project managers, discipline leads, CAD designers, subconsultants, vendors, contractors, and client representatives.
· Perform or support technical QA/QC reviews of electrical and I&C deliverables for completeness, coordination, code compliance, constructability, and adherence to project requirements.
· Apply applicable codes, standards, and design criteria, including NEC, NFPA 820, client standards, utility requirements, and project-specific requirements.
· Support planning and pre-design efforts, including field investigations, condition assessments, alternatives evaluations, preliminary design reports, and development of design criteria.
· Participate in construction-phase services, including site visits, submittal reviews, RFI responses, change order support, startup support, and coordination with contractors and clients.
· Manage assigned task scope, budget, and schedule; communicate progress, risks, and resource needs to the project manager.
· Prepare or support scopes of work, fee estimates, proposal materials, project schedules, and staffing plans for electrical and I&C assignments.
· Mentor junior engineers, designers, and technical staff by providing guidance, technical review, and practical design feedback.
· For senior-level candidates, serve as a technical resource or project/discipline lead for complex electrical and I&C assignments.
· Support marketing and business development activities by contributing to proposals, project approaches, scopes of work, fee estimates, schedules, resumes, project descriptions, and interview materials.
· Participate in client meetings, project interviews, site walks, and pre-proposal discussions, as appropriate for experience level.
· Help identify follow-on work, client needs, and opportunities to expand LEE + RO’s electrical and I&C services through strong project delivery and client communication.
Minimum Qualifications:
· Bachelor’s degree in Electrical Engineering from an ABET-accredited program, or equivalent engineering education acceptable for professional licensure.
· Professional Engineer license required; California Electrical PE preferred.
· Four or more years of relevant electrical and/or instrumentation and controls engineering experience; level will be determined based on experience, technical capability, licensure, and leadership responsibilities.
· Experience preparing or leading electrical and/or I&C engineering deliverables such as drawings, calculations, specifications, cost estimates, equipment schedules, reports, and construction support documentation.
· Working knowledge of industrial electrical design concepts, including power distribution, motor control, lighting, grounding, standby power, UPS systems, instrumentation, control panels, and PLC/SCADA interface requirements.
· Familiarity with applicable codes, standards, and design practices, including NEC, NFPA 820, utility requirements, and industrial or municipal facility design standards.
· Ability to independently evaluate engineering problems, apply sound judgment, and adapt standard methods to meet project-specific requirements.
· Strong written and verbal communication skills, including the ability to coordinate with project teams, clients, vendors, contractors, and other disciplines.
· Ability to manage multiple assignments, meet deadlines, communicate workload constraints, and support project budget and schedule objectives.
· Proficiency with Microsoft Office and Bluebeam Revu; ability to work effectively with CAD/BIM designers and engineering production teams.
Preferred Qualifications:
· California Electrical PE license.
· Eight or more years of relevant experience for senior-level consideration; ten or more years of relevant experience for principal-level consideration.
· Experience in the water/wastewater industry or other industrial/municipal facility design environments.
· Strong technical knowledge of NEC, NFPA 820, electrical area classification, corrosive environments, hazardous locations, industrial grounding, motor control, and standby power systems.
· Experience with medium-voltage power distribution, switchgear, transformers, MCCs, VFDs, standby generators, UPS systems, and electrical studies.
· Experience with instrumentation, control schematics, PLCs, SCADA systems, control panels, industrial networks, telemetry, and systems integration coordination.
· Working knowledge of SKM, ETAP, or similar power system analysis software.
· Experience leading electrical and/or I&C design tasks, coordinating multidisciplinary deliverables, and reviewing work prepared by junior staff or designers.
· Experience preparing or supporting proposals, scopes of work, engineering fee estimates, project schedules, and staffing plans.
· Ability to lead project meetings, communicate with clients and contractors, and represent the company in a professional, solutions-oriented manner.
· Demonstrated ability to mentor junior engineers and support technical development within the department.
· Interest in growing into a project management, discipline leadership, or technical specialist role.
· Experience supporting engineering proposals, scopes of work, fee development, project schedules, and technical approach narratives.
· Comfortable participating in client-facing meetings, project interviews, and business development discussions.
· Interest in growing as a seller-doer, project manager, discipline lead, or technical specialist within the water/wastewater industry.
Salary Range: $110,000 - $190,000/yr.
The anticipated starting pay range for this position will be commensurate with the individual’s experience, education, licensure status, technical capabilities, and direct relevance of prior work experience. This range reflects the pay scale for the position and is subject to modification in the future.
