Seems to be based on a few factors:
1 - How well you negotiated at hire time and how in demand your skills are
2 - Read the fine print, a guaranteed bonus is based upon an undefined set of arbitrary guidelines that are never disclosed, and your bonus schedule changes after your first year and it's based on additional sets of non-disclosed rules as to how much (or little) you actually get. By far and large the worst implementation of a bonus program I've seen.
3 - Leadership seems to be out of touch with HR as to when bonuses are paid out, and what needs to happen to get them paid out.

They will say they have to do a 'claw back' since you didn't perform. They train the managers to do this so be warned.
