7hrs or so are given every month, you can hope to/ try to save up for a vacation until stocks move and they give you no choice but to use it up on your furlough days that could last anywhere from 1 quarter to an entire year

Unused vacation time does not roll over and cannot be cashed out. We're more or less forced to take time off and relax a bit.
This is either a pro or con, depending on your priorities.

I am glad I didn't have to start at minimum vacation benefits due to my previous job experience in the field. In my previous employment, there were better benefits at a local competitor.
