I was an agent on their sales staff. Periodically they will ask Branch VP's to recommend top agents who they feel will do well in management or they will send an email out to all agents to ask if they think they might be interested. It is a very long process of interviews, training etc before they will EVEN put you on their bench for possible open positions. At that point it is not even a sure thing that you will get a spot.
