One step above a scam. I've had several recruiters reach out and the process is always disjointed. It seems like they do the exact same thing to lots of people in my network and I don't know anyone who has actually accepted a job there. Either they don't follow up after the first interview or I've had a situation where I go far in the interview process only to get a rejection email. In this instance, I asked for feedback and they said they are not allowed to give it which I find unprofessional. I would not work for this company.
