ICF Instructional Designer interview questions

Phone screening that would have been followed up by video interviews. Resume was pre-screened by the hiring manager according to the recruiter. Recruiter phone screening went really well, was hold I'd hear back in 48 hours. I didn't hear back so I followed up shortly after, was told there was no update, followed up another week later, and was a given a generic response as to why my application was not being moved forward to a video interview. The job has been posted and reposted numerous times which is a red flag - very apparent they don't know what they're looking for.
