Marsh Risk Business Product Owner interview questions

I applied online. An in-house recruiter contacted me and we had a phone call. I was scheduled for an in-person interview in New York. I went in and spoke with two different people separately about a couple of different roles. Each interview was 45 minutes. The people I interviewed with were very nice. The project sounded interesting and I felt qualified. I followed up with the recruiter by email about a week later. I never heard back (which is the reason for the negative rating). I do not understand an HR process that does not include following up, in a timely manner, after an in-person interview.
