Having worked in startups for a while, I'm accustom to chaotic interview cycles. Outreach may still fall under the startup moniker but they really have interviews figured out! The recruiter, Mike, was a longtime employee who was actively involved with the company culture and set the tone. He stressed the return to company values and honesty that was present through the interview cycle (phone with recruiter, then hiring manager Sarah, then 5.5 hour, in-person circuit with the team).
The company's focus on honestly approaching their issues in a pragmatic way was very impressive. Many companies refuse to be introspective or honest with themselves and that often causes catastrophic breakdowns in communications, trust and delivery. It was clear that the team was in a building phase internally to push for a shared culture, and the honesty aspect impressed me the most.
My only critique was that the position was advertised as a technical program manager position, but I was not asked to speak to any technical experience. It was mostly questions on my ideas about process that any program manager could answer, technical or not. For that reason, I felt the interview was almost too easy and conversational.
While I wasnt offered a position in the end, this is a company I'd recommend to my developer friends and would apply for again in the future.
