Often times the interview process is to satisfy the legal compliance, not to actually research for experienced talent. I would investigate the department, call around to see if someone is currently doing the work the position is hiring for. Unfortunately,they do not simply offer a promotion or pay raise. With that, every position is posted, regardless on if they are earmarked for someone already.
