The whole purpose of the interview seemed to be to observe how applicants think on their feet. The interview consisted of some behavioral questions, but most questions were hypotheticals about scenarios interacting with D.C. residents. The interviewer did not shy away from taking on the role of an uncooperative person, and the scenarios were at times very challenging, so this interview would be very difficult for someone unprepared for that. Showing calmness but persistence through these scenarios would probably make you successful, even if your answers weren't necessarily "correct."
