First round was a HR Screening round, which went extremely well along with a lot of promises from the recruiter about moving forward. However, HR never got back despite following up several times, and has apparently done the same with several other candidates. Be honest and up-front if a candidate is not moving forward, or at the very least don't promise anything if they aren't moving forward as to not give any false hopes.
