Expensive benefits, lack of support by upper management for improvements, not able to get additional resources for overworked departments, inability or lack of interest in moving quickly to address issues, willingness to pay new employees at or near market but not existing employees, no tone at the top, lack of desire to upgrade antiquated systems, lack of autonomy for management below executive management

Management does not know how to treat employees right. Insurance is high. If you don't buddy up to your boss you will never get promoted. If something goes wrong managers do not want to hear your side of the story, even if your not at fault. Managers just push you to do more. They don't offer help.
