Too much disorganization. Roles & responsibilities continue to be insufficiently defined.
In spite of a "gradatim ferociter" motto and a "build the company that builds rockets" mantra, in fact program funding determines everything so there is not enough coordination or innovation happening in the engineering across the company.
Corporate leadership is out of tune with their employees, doesn't seem to care what employees think, and overrides and micromanages decisions. They have an old school mentality in spite of proclaiming they are new school. They fail to respect the expertise of their own experts.
There is a culture of needing to take too many decisions to the top, when engineers and mid-level leaders could have made a decision and executed much more quickly.
