Pros
Caltrans is such a huge department with offices in locations throughout the station and various definitions. Lots of mobility to jump around if you don't like your current position/location while still maintaining benefits. Great place to learn a little bit of everything.
Cons
Not a very good place if you really want to delve into a particular topic and get the ball moving. very beaurcratic.
