Two hands, two eyes, two ears and an advanced STEM degree are all you need to join Deloitte.
One can rightly expect to do consulting work (or technical work) that involves process improvement, developing roadmaps, business case creation etc. Because that is exactly what job description and interviewers will make you believe. However, this far from reality. Consulting work goes to core consulting (Deloitte US) and technical work goes to Deloitte-USI. Hence, an average USDC employee, more often than not, becomes a very small and inconsequential part of the whole system.
This situation, in my opinion, can lead to stunted career and personal growth and low self-esteem.
"Operate" a relatively new offering that came into being about four years ago forms the basis of USDC's existence. Operate simply means that Deloitte US will create a process in collaboration with the client that will be built/executed by Deloitte US and Deloitte USI. To sustain the revenue stream Deloitte will take on an contract of operating the process thus rendering the service as business process outsourcing (BPO). This BPO service is termed as "Operate". However, neither the job description nor the interviewers will ever mention this.
