Most large corporations have some red tape and AVI-SPL is no exception. Subcontractors often complain about insurance and paperwork requirements. Sometimes it seems that accounting software is driving the design of company operations, rather than the other way around. It is not always apparent that management understands that their role is to support the people in the field doing the work. Without them we have nothing to manage.
