Solid technical staff, but management has trouble making decisions. Desire to win more butts in seats work doesn't align with talents of the staff.
Cons
Management focused on optics, not metrics or mission. Seems the goal is to make a number, by cutting or inflating, not achieve strategic or even tactical goals that would assist customers.
