We do performance reviews once a year, but (observing) it seems like it goes in one ear at HR and out the other. They base everything off of number of years, not performance - so you won't get promoted until HR feels like you have the years to back it up (even if you perform at that level) or raises aren't based on performance. It's frustrating to see.
