Annual employee performace rating is established well before the employee submits self evaluation and before immediate manager review, thus making the entire process a sham. Very difficult to get promoted and your chances are much better if you are coming from the outside as they do not really promote from within. Lots of silos and hangers on that are unproductive, don't have real jobs and not qualified for what they are doing, but keep their positions because of their relationships not performance or value. Wasteful spending on T&E when it should be put into the business.
