I found management to be inconsistent. Many played favorites. One unit I was at, if the manager didn't personally like you, but could find nothing to write you up on, they would make that persons life miserable until they left. I also found management to be deaf when it came to bullying. I witnessed so many good people leave when management would not help. Especially when the bully was a lower level manager.
