Management. They chose not to give at least 3% increase and have the attitude you are lucky to have a job. They do not care about the employee. They can and do blackball you from switching hospitals. HR will not even speak to you without the managers input. If you ask to be transferred the manager can and usually does, tell HR it is not a good idea.
