Pros

Tuition reimbursement is pretty generous compared to other public agencies, 9/80 schedules, good work/life balance

Cons

City Council seems to always think that staff is trying to deceive them, residents are NIMBYs about most everything, union rules make it hard to fire poor performers, lack of meritocracy in a bureaucracy, most managers seem to not have any type of training in actual management, lack of promotion opportunities since you need to wait for someone to die or retire to move up, pay tends to lag behind other agencies in the area
