The definition of success seemed to change weekly. Repeatedly told to abandon previous instructions and move in a different direction. IT managers hide their own deficiencies by finding new ways to blame each other and their staff. Processes are outdated, and directors are resistant to change. Zero process governance to correct managers who think controls don't apply to them. IT management takes credit for positive outcomes and does not share the blame for negative outcomes. If you identify any "quick wins," your manager might decide to perform the task themselves, so they can get the credit -- which makes it especially frustrating when they fail to complete the task successfully.
