Benchmarks should be adjusted for life policy requirements; if a policy is sold but is denied by the underwriters, there should be some credit given in order to remain employed. If you require x number of COUNTRY life policies per validation period, there should be some adjustment made for policies sold but declined by the underwriters.
Also, an insurance company should be able to provide some decent health insurance options for employees.
