- each department/group is driven by the management style of its executive. this can cause "micro-cultures" - legacy tools and systems require overhaul - overall, sparse number of "savvy" individuals who can help innovate and share best practices for what is current in the industry - "too many cooks in the kitchen" - many people have authority but lacking one consistent voice or one person to trump others and provide direction for action. - highly political environment at the expense of progress - meeting fatigue
