Not enough management support on projects and a culture of pointing fingers rather than fixing the root cause. Shoot the messenger type of environment. A lot of politics between departments. The CAISO is way past it's days as a startup but has had trouble growing into a professional organization that cares about it's biggest asset...it's employees.
