Decent Pay, Benefits and vacation time.

Additional training for management needs to be completed since some teams do not have strong leadership. I believe that everyone wants to do a good job and once you figure out as a manager what makes each employee tick you can establish a strong and loyal team atmosphere - this concept seems to elude the management of some departments. But I have witnessed some very strong management is other areas and it really shows in the performance and the low turnover.
