That you cannot roll over PTO -- you should be able to roll over at least a week's or even two days worth of PTO as even with the best planning due to the accrual schedule most people still end losing time at the end of the year. It also places management in a position where they are most likely going to be short staffed at the end of the year as employees submit last minute PTO requests in an attempt to utilize all available time.
