Pros
Engineering department works independently of other departments so your time is given an actual cost value so that other departments don't use you at their disposal. They actually have to pay for engineering help. Definitely makes you feel like you and your time is appreciated and has value.
Cons
Furthering you education and membership to important organizations such as IIAR and ASHRAE were not encouraged and PE pdh's were often viewed as get them as cheap as possible. Important training and trade shows with the latest technology were not promoted by engineering management. This didn't really foster growth in one's field.
